What kind of paint is it? I normally see the colored flakes in epoxy floor
paint. I usually use a carbide bush on Mexican tile unless they have a
factory finish. Aqua Mix makes a non-methylene chloride sealer & coating
remover. If you need a methylene chloride stripper, Aldon make a hot
stripper in a jelly like consistency to help keep the fumes to a minimum.
Methylene chloride metabolizes in the blood to form carbon monoxide. Anyone
with a known or suspected heart condition should not be exposed to menthyl
chloride, it can causes the heart to pump harder and trigger heart attack. I
would test an area before placing a bid.

This customer wants the multiple layers of paint removed.  Another company
did this test area and Removed the paint.  What is the best product and
procedure to get this 900 sq foot job done around the pool done fast.
