looks like the backing bleed into the terrazzo. I would first try grinding it open to see if the discoloration is only surface.  If its deeper you may need something like Klenzstone to bring it back

Is there a way to make both match to the white color of picture 1 ?? What would be the best thought and recommendation. 

Picture 1 was under carpet for 9 years +
