Try muriatic acid if you cannot scrub it
off with a coarse sponge/brush. Follow with an acetone wash. Definitely find
the water source…perhaps seal it up.

You have to find the soource of the moisture. It looks like this may be
surface water puddling on the surface. I would go back when it is raining and
see if water is puddling.
You should be able to remove it with a good slightly acidic product
