I had a project in Miami that a restoration contractor did the
same thing. Here is the process I used to fix the slate.
1.
Clean the slate with a good alkaline bases cleaner, this will help
neutralize any acid that may be still in the slate.
2.
Using a 250 grit honing powder to remove the damage from the
acid, if the acid did deeper damage to the slate you may need to go a 120 grit
powder even a 60 grit. Seeing the slate is fairly soft I think the 250 will
work.
3.
Once the damage is all removed then seal with Stone Care Central
Color Enhancing Seal or if the customer does not want the color enhanced then
just use a Impregnating Sealer .
This should take care of you problems

I have a slate project also
with etching. At some point the customer's father used muratic acid to
clean off efflorescence. I have tried using a color enhancer to solve the
problem but the color enhancer only highlights the etched areas.
Any suggestions?

yes, it could be acid burn and it could be a coating. The alkaline cleaner
should remove both.
