I agree scraping with razors is a good start. Might even have to use a little acid to wash the  final depoists away..test it first.

Hey Mike
This job I did (see pictures) may be similar. The signage had a water feature hitting it causing the same problem. They decided to stop the water feature and fix the sign. We first took straight razors and removed the bulk of the mineral stain, then polished it with Hertron ultimate black polish, then last step was black stone wax. This sign was about the fourth one I have done like this and they always turn out well.
