Do you know what they are from??Looks like maybe carpet was glued to it or something?Do those spots actually rise off the floor (it looks like it from the pic) or is it just something sticky on the surface?

If it is some kind of glue I would go with a strong solution of Stripper use a swing machine with a water tank let the stripper dwell for 5-15 min then go over it with the floor machine with a black stripping pad (will go through a few of them) or a stratagrit stiff brissle scrub brush on the bottom of the floor machine but also adding water from your tank as you go (this is a must) when resurfacing saltillo or terra cotta water is key.Go over it a few times and suck it up with the vac before it dries and see where you are.

As for sealing it afterwards I use Clear seal plus from superkrete but any good acrylic sealer will work I usually do 2 coats of sealer then 2-3 coats of floor finish (wax) but that all depends on the finish they are looking for.

Until we have some more info that is the route I would take and of course charge accordingly always do a small sample to see how the stripper reacts and go from there.
