It looks like there is a bonding issue with the coating or overlay. The problem is whatever you try to attempt to repair it may pull more of the coating or overlay off. I wouldnt touch this unless they want it all removed and redone.

What do people use to get these off of a painted or epoxied surface.  See pix below.
