wow - looks like old bluestone in a not so new home.-strip it all off and then give it a good cleaning. Fill the voids with latex if you need to- sometimes it works wonders.Establish why the coating is failing(patio traffic and weather) Recoat using something from glaze and seal,southwest chemical or v-seal.Maybe they will like it natural or color enhanced.
I dont think you could do one area unless you knew what the original coating was or could find something compatible with the old coating. Have it tested! well at least they know its a little more serious than a cleaning. I think the floor can be repaired if they will part with the $$.
 If this house is in old westbury or on the north shore and cost several million dollars do the whole floor!!
