Be carefull if u have to strip the tiles.  There are many qualities of sattliio/mexican pavers and the poor quality ones you can ruin if you get to aggresive.  Once the top surface is broken they will turn to chalk if they are poor quality.  also once the tiles are stripped they may absorb sealers
at different rates and may never come out consistant.  Pavers can be the hardest most frustrating materials to work on even if you have experience.
Read your customer if his expectation is prefection walk away.

Looks like Saltillo or Mexican Tile to me. Not a natural stone by all means.

What you do with it depends on what you want out of it. Is is just cleaning? Do you need to strip the coatings? The type of sealer that it has (water based or solvent based) will also dictate what you use to strip and what the cost/charge will be.
