Roger,
It has happened to me in a small area where the painter had not prepared the surface properly and the paint was barely attached. I could rub it off with my finger dry... Needless to say I did not mask the baseboards on that job. I would have taken 3" ofb paint from the entire house.
The other cause, perhaps but not likely in your situation is that the blue tape got wet and staid wet for longer than a day.
Hope this helps. Do look at other areas that are painted and see if the paint has not adhered properly.

I finished a job today and when removing the blue painters tape, a lot of paint came off the base boards shoe. In the past sometimes we get a little but not like I seen on this job. Obviously the owners are upset and now are having their painter repaint the shoe. What is the reason for so much paint coming off?
