you need to use an abrasive. I have had luck with granite polishing powder . Try it dry and than with just a little bit of water.

I've tried some acidic cleaners, some abrasive cleaners, some rust remover. All separately of course. The rust remover started to etch the tile/remove the glaze but allowed the abrasive cleaner to make the damage less visible.
