Roger,

First I would try a paint thinner. Scub with plenty of thinner.   That should move some of it. You may need to go with a poultice if it has soaked in..   A plain stain sponge might make it easier to apply to a vertical surface. I can make up several for you that you will just need to add a solvent too, but first try the paint thinner.
