I think its one of those floors that needs some testing-I think that mikes thoughts with the nylo grit brushes and an acid solution following up with a good color enhancing is one way to try. 
Prosoco's sure clean lime solvent is a concentrated acidic cleaner as well. I cant see in the pic if the joints still have grout in them but if thats the case it may be possible to cut new joints or just refill them. You can test a small area with the brushes and see if you can get below the damaged areas. You can also try using diamonds starting with maybe 120 coppers or metals.
Yeah I know grind slate-Hey I like a little cleavage as much as the next guy! But it might just work-of course the slate will be flat but after a good color enhancing it will have its color back.
I was always told that spalling floors will fail no matter what you do-we have ground a couple of small floors that were spalling and refilled them and years later they are still in use. The customers did however end the water /moisture issues that created the damages in the first place. I havent done a slate floor that was spalling . But you can grind a slate floor.

So you didn't think it looked clean? Neither did I.  At any rate, it is a bathroom floor. We don't think it is efflorescence, so maybe it is spalling, in which case, what should I use, dynamite?

Seriously-
The floor looks bad-is it inside,outside, basement, patio? Flooding.
Is it just efflorescence or is it spalling?
Are there grout lines?or is there any grout in the lines
Does the surface feel rough?
