I agree with Walter , I think the lime putty product has been replace with a new product called Masonry Cleaner this stuff work great on these type of problem. Once cleaned you may want to run over the slate with some honing powders to give the slate a new look then seal with Impregnating sealer or a color Enhancing sealer. Stone Care central has both of these products.

Try the lime solvent by Procoso, a little patience to let the chemicals work and some elbow grease. It's going to take some time but it should work.
