I agree with Fred , unfortunately this is going to be all done by hand, if the boarder are 12 inches and you have access to a 10 inch floor machine this would save you time and save your knees.
The inlay will need to be done by hand , be careful not to hit the edges of the ceramic.
Pricing, I would price this based upon a man day cost. Let’s save you get $500 per man per day and you have 2 men on the job then calculate the cost for the entire job based upon a daily rate.

Tape the ceramic tile off and be very careful. Sounds like it will all have to be done with a hand machine. depending on how deep the scratches are you should be able to hit it with a 120-400 polish.
