I also find when working on a terrazzo floor that has been covered with topicals for many years that it is extremely pitted and the cement is sometimes compromised. I usually start with a lower grit just to make sure that if anything is loose of on the verge of pitting - this grit will get rid of all the remnants. After 120 I will then usually skim the entire floor with portland (tinted if necessary). Then I will fill again after 400 (the portland usually shrinks and a second coat is needed to "top-off." After removing excess I will then grind up to 800-1800 and polish.
First to strip you need to determine the type of finish and how easy it is to take off. I would first try standard floor stripper.depending on bad the terrazzo is you might not have to go all the way down to 50 , 200 would be a good starting grit. A small test should tell you what you need to start with.If you have a propane burnisher you might want to try the monkey type pad. Got 24” propane floor buffer with a injector spraying jet in the center of the 24” pad.
