basically remove scratches from soft material bring to smooth uniform finish and dump on an impregnating sealer,tung oil ,butchers wax,some acrylic stuff,

Just met with a customer who has fireslate countertops. I have never worked on this or seen it but I'm told it has Portland cement and something else I'n it's composition. It also has lithofin sealer on it which is cut up and etched and just looks awful. See picture. My question is what can I do with this product ? House is for sale and owner is trying to eliminate this eyesore.
