Are you sure is a wax not a crystalizer?
If its wax i will start with 120 grit then 220, 400 wet to grind all the wax off instead stripping and then go with 400,800,1500 dry.
If its crystalizer then start with 100 grit metal.

Hi Guys I went to look at a old apartmaent building that had terrazo floors (a lot of wax and dirt buildup). They want me to restore the floor. What would the best process be? (What grit would you start and what powders should I use) Will the metal inserts be a problem.
