It is cement based and about 40 - 50 years old. There are also  newer repair patches all over but they are not worrying about that.

If it's cement based hone and polish it like marble.  Start with 70 or 120 metal diamonds  and take it to 1800 if they want a polished marble
type finish.  In an enclosed basement I would do my best to grind off the prior sealer so you don't have to use chemicals.  When done seal with an impregnator you can not guarantee that it will not effloress in the future but it will breathe better that having it coated. When honing and polishing it treat it just like a polished marble.
