Sounds like this may quarry tile. In that case you saw it out with a small power saw with diamond blade. I would replace it with an epoxy grout. In many towns and counties expoxy grout is now part of the code. As far as charging that is a little tricky but I would not get less than $3.00 per square foot if I were doing it.
