.  Your terrazzo steps, I am assuming they are they one piece kind where the step curves into the riser and creates a half circle. Meaning the whole staircase is like one piece.  Those curves are called cove bases.

If the stairs are straight with no cove base, then of course, just as you polish a marble counter you can polish your stairs.  For the old style terrazzo with coves, their exists a tool, it’s a shaft grinder which looks like a motor that on three wheels placed behind you, a shaft leads to your hands where you hold the grinding head which can be equipped with a cylindrical stone polishing abrasive.  The stone and grinder is designed to hone the cove base and give you a perfectly smooth finish.  But you need a lot of practice to master this tool as to not gouge the cove.  It is not made to polish, in the end you finish it with either a sealer, either impregnator or topical finish.

 

If the coves are simply dirty from a wax accumulation, I suggest you simply strip it with a lot of hand scrubbing, hit it with a steam machine to get the hard to reach areas and once properly clean you can seal it again to the clients choice.  The stairs or flat parts can be done using the basic grinding method but you can’t polish them to high as the coves won’t match the shine.
