CJ, for outdoor monuments that have a buildup primarily of green algae/ mildew and the like I have used D/2 biological solution by cathedral stone  products. I have used this successfully on stones that have endured floods etc. it is just applied and left to do its work. This is different than treating salt deposits, but you may have more than one thing going on. It is recommended for headstones by the company.
