looks like a limestone -wear has caused the surface to get soiled .Skin oil from feet-Nah-just some good ol urine splatters that have opened up the surface and become soiled. Even if the builder sealed it' (lets say he would have done a good job) it wouldnt have stopped the floor from wearing and etching. I would say refinish the floor to a honed level they like and then seal it .

yes it looks like travertine. I would first try scrubing it with a good aklaline heavy duty cleaner. If that doesnt work than the dirt is trapped in the small pores..In this case the floor will need to be honed.
