First for those who dont know what Chealting agents are, here is a brief defination:

Chelants, according to ASTM-A-380, are "chemicals that form soluble, complex molecules with certain metal ions, inactivating the ions so that they cannot normally react with other elements or ions to produce precipitates or scale." 

I otherwords, it would tie up metals such as iron.  I doubt 409 or windex has them.  You can request an MSDS and see for sure. look for a chemical called EDTA
