If you tried the scc soap scum remover and it didnt work there is a good chance it isnt soap scum . It looks more like a mineral deposit to me.
If there isnt anything inside or outside of the shower stall that is acid sensitive then use a light acid such as phosphoric. It will most likely solve your problem. Just make sure you wont damage anything and I am pretty sure you will remove it. I think scc makes an acid cleaner as well.
