You're welcome Adam.  Another question for you...prior to completing the work...did your agreement include that payment would be based on receive such a document?  Commercial locations come up with the dumbest excuses not pay.  But if you didn't have this in your original agreement that you would be providing it...you are not obligated to provide it and they could be in breach of contract.
