I ran across what looks like a similar kind of thing on an interior limestone wall of a church. The limestone was heavily oxidized and the drip marks were built up white calcereous salt deposits.  We tried cleaning with different products, but the problem was that the limestone etched under the "drip" marks.  We basically used electroplated diamond discs (I think around 220 grit, maybe less) to take off the oxidation, drip marks and etching.  Came out really well.
