The question I have is will the steel wool remove the finish or just the scuff marks? And I am guessing that when you say Richard James you mean stone lock.

There are very few if any coating that will not scuff.  The steel wool is a good idea , burnish and spray buff.  To determine the coating I recommend trying some alkaline based stripper to remove the finish. If the alkaline stripper does not remove the finish, then you probably are dealing with an epoxy coating. ( GOOD LUCK ) this will be fun if you need to remove it .

 

Try using AX-IT stripper form Bedco  Adam in Chicago has had some good results with this stripper, or go to the paint stripper .

 

For a new application , I would look to some of the Richard James Chemical to see what they offer .
