The pictures looks exactly like some old polished tiles I worked on before that had a polymer coating that was delaminating. I would test to make sure that there is no coating on the surface.

I agree with Stuart, providing it base color is black. It appears to be spalding and the veins are opening up. A common problem with some black and green stones.
I hope you are not trying to do anything with the open veins and spalding ?
