If the slate is porous it will act like an impregnator.
then really no need to remove
If the slate isnt porous it will act as a topical and over time it will be degraded and look worn out.
Aqua mix makes a sealer stripper that is pretty good.
I think you could strip it with ax-it and a good stiff brush.
A little honing powder in the mix might help also-depends on the stone.
The cleavage will pose some challenges.
