The sprinklers do not work. There are no leaks anywhere in the windows or the roof.

Hey builder that look at the job might think that the house is on a low water line and the moisture is coming from the ground. The water looks like it's condensation coming up and it smells like vinegar. The house is in South Florida. Does anybody have any ideas what this is? If I remove all the tiles and waterproof the slab and install porcelain tile with epoxy grout will that stop the condensation and moisture?
