I have a licensed plumber that I only use on all of my jobs when I need him. I've seen and worked with a lot of plumbers in my years and I've never seen anyone as thorough as him. He has been to that house about a dozen times already. He has checked everything that you can think about. I personally am going to core drill the slab to see if there's a vapor barrier underneath it and check out those companies Fred recommended.

Hey builder that look at the job might think that the house is on a low water line and the moisture is coming from the ground.
