I agree with Fred.  If you scrap the wall with a razor blade and the finish roll off it probably a wax .if it chip or flakes off it is probably a urethane base product. It look pretty yellow to be a wax.

first you have to determine what type of wax it is..If its acrylic any standard stripper should remove it..If its urethane, you will need some pretty nasty chemicals and it might not be worth takening the job.
