There are products you can buy at Home Depot for Mexican tiles.  If you have
to strip the finish off the tile be careful test to see what stripper will
remove the finish. If it is an epoxy finish you need to strip I would
recommend you walk away from the job.
If you only have to apply a finish then use a wax or Mexican tile finish.
