here is a photo of another repair we did, the bottom step was one we used my special cement mix with terrazzo chips, we only worked on the bottom step...installed one day, ground and sealed the next. no further repair work has been needed in 3 years.

if you tap on those steps, you will likely hear a hollow sound. We did a similar repair about 3 summers ago and it has held up well. Probably what is happening is water is getting under and breaking the bound with with cement or mortar. We sealed the terrazzo strips ( with portland/rapid set) to keep water from going under the terrazzo, then we waterpnroofed the the top so it would not absorb the water...all the terrazzo companies said it needed replaced. we drilled through the hollow areas and filled with a flowing epoxy. We did not guarantee it would last forever, but it has held up well..our repair was to the main entrance at the University of Kansas Medical Center and has lasted 3 years though so far. I just did a cup wheel grind and sealed with with Prosoco natural stone impregnating sealer..

If you do  a repair just let the customer know it going to be an ongoing repair until it get so bad they cannot be repaired and then replace the stairs.

It is at a subway station, it is an inside set of steps going down but there are no doors so they do get weathered.
They look to be one pour and finished in place

is it inside or outside? out side use cement, inside epoxy and chip...it was hand troweled in then they use carbide stone to grind in the curve..we have done some of these, on outside steps i have recipe for portland that lets us grind and reseal the next day. we colored it with oxide, i used a pencil grinder and some round stones i got at the hardware store for $2 each...not that hard...that might have been a precast step done at a factory with those bands.  epoxy wont work outside though...inside i would just use akemi and add black stallion chips.
