the only acid that will etch glass is Hydrofluric acid. It could also be alkaline deposits. As John suggested I would try a tin oxide based polishing powder on it. It's a clear window glass. I'm not sure what the homeowner used but it dripped on the window. Didn't wipe it off and now it won't come off. I didn't know if there is some way of buffing it out.
