While there could be spme possibility of resin more likely it is under polishing by an inexperienced tech using marginal diamonds and poor technique.
They probably left a halo where they worked.
Of no scratches start maybe 400 and go up to buff
Wet to dry after 800.
Use polishing compound or crystalize to finish.
There are coloring compounds but they are band aids and temporary.
