if its 10 months old, it should have moisture barrier underneath. The slab is still drying out. I have a floor I buff every August; before school to remove the white powder..it may take a couple years for white stuff to stop coming through. I can tell what probably happened, the poured the slab and didn't let it cure out, then put a topical sealer on it and trapped the moisture..so when they cut it to polish it the moisture worked to the top....
