First I never use 00 steel wool. You need to change to #1 or #0  I prefer  #1 / the swirl marks you are seeing are probably left from the crystallizer not being polished  in good enough, and the #00 steel wool will not cut through the swirl marks. Also you may want to cut back on the amount of crystallizer you are using , a light spray mist is all you need.
