You might want to try black tenax pectro. I have used it a few times. In some cases it worked well and took to the surface. In other cases it did nothing. It is meant to repair spider webbing on a sealed surface. My standard contract for these kinds of things is that I bid the job at x but if it doesn't work we get paid a minimum  travel time, testing etc.
