When we do Saltillo tile Restoration it usually Falls into two categories…

A simple clean and glaze. I call it that because we use the glaze and seal product which is an acrylic polymer topcoat sealer. 

I never apply this on exterior tiles because as Adam mentioned it can dry with bubbles, especially if it’s a little windy or warm outside causing it to dry prematurely. 
On top of that if it’s exposed to the sun you get a call back in one year because the sun will oxidized the finish. 
Don’t need that problem anymore!

The second category is complete chemical stripping then resealing. 
We use Klean strip paint stripper. 
As it’s breaking away it gets clumpy, so we add an alkaline water base stripper that emulsifies and breaks it down so it’s easily extractable.
Saltillo tiles can take 3 to 4 days or more to dry out depending on the weather to return to Seal and complete the job.
After the stripping .80% of the work is completed. 
So I always collect 80% of the money after the stripping then the final balance after we return to put the sealer coat on.

My experiences is you never know what’s gonna happen between the time you strip the floor and when you return to Seal, see you got to get the money. 

Back to what Adam mentioned always let the customer know the possibilities of baseboard damage that’s why I added this disclaimer in the black section of my contract. 
It’s saved my ass many times.
I’ve had a few customers leave me some very nasty messages as if they were ready to Go to court. 
I respond with, “ did you read the contract, The black section?” I get a Oh. Ok…

I offer customers exactly what Baird described above and frankly scare them from choosing option #1. I used International finish from Sparks and their base coat.
In addition:
When stripping you have to tell customers about potential damage to woodwork, cabinets etc because strippers not only dissolve the sealers and coating but also paint and varnish.
Also when the old finish is completely worn off, inform the customer that when they go for option #2, there may be some finish difference in those previously worn spots.
If you color seal the grout, I would do it after the base coat and before the final coats.
When applying final coats, watch for bubbles. If left on the surface you will have a very difficult time removing them.
If you have never done it before, partner with someone who has or use Bairds option #2 approach.

Depending on your location, Sparks SW has good products to strip and coat saltillo.  They have good tech support. They are out of Texas and depending on the products needed, they may not be able to ship to your state.  I agree with all that was said, there is a large learning curve with saltillo and if not completed correctly, it can turn into a loss bigtime in a hurry.

If it comes to stripping you’ll have to do it 100% because whatever doesn’t come off will show under the finish coat. 
I learned that the hard way when I had to re-strip one and get it right the second time around in order to get paid.
