Now that's a cool job-Are the steps the same terrazzo.Is the matrix a grey color.

I think you should be able to replicate that terrazzo using Portland ,a latex additive and the matching aggregate.
You should be able to send out some samples to various terrazzo companies to see who has it and can mix it for you in the right proportions.
You should also look into prosoco's H100 and H40 consolidators and sealers.
Densifying wont hurt either but not sure if it would get along with the H100
That H100 is very expensive but may be perfect for what you are doing.

are you going to repair the missing parts? you would have to use a cementious product since it is outside. I would definately densify it, then i would use a penetrating sealer to protect against water damage..looks a lot like Captain America colors its going to be hard to find a blue pigment
