Your terrazzo co may be able to make that color for you.
Of course blues are the hardest I think to match.
You can get coloring oxides in powder or liquid but better to see if you can have someone match the color.
We do interior terrazzo so our patching is done with terroxy epoxies. 
We Have done some small exterior jobs but the colors were straight forward .
You can tint the gray as well but the blue sounds like white will work better.

I think you should be able to replicate that terrazzo using Portland ,a latex additive and the matching aggregate.
You should be able to send out some samples to various terrazzo companies to see who has it and can mix it for you in the right proportions.
You should also look into prosoco's H100 and H40 consolidators and sealers.
Densifying wont hurt either but not sure if it would get along with the H100
That H100 is very expensive but may be perfect for what you are doing.

are you going to repair the missing parts? you would have to use a cementious product since it is outside. I would definately densify it, then i would use a penetrating sealer to protect against water damage..looks a lot like Captain America colors its going to be hard to find a blue pigment
