Below grade in a parking deck. They have this slate everywhere some areas painted some are not. It’s a major issue across the board. I get the pros/cons of it just trying to see what we could do for a test.

Totally agree with Fred-plenty of straight forward jobs out there that you can make good profit on-this floor has risks. Am sure you can make this floor look much better however the recurrence of these issues will most likely be back if there is a moisture issue below the installation. Is this installation in a basement or on grade level?

Agree with Stu...remember the number one rule when it comes to solving issue like this is to find out why it occurred in the first place.

Chris-Looks like a major moisture issue-I would be careful-actually if the rest of the floor looks like that pic I would not even get involved. The big question is what is the scope of the work-?what do they want you to do here?

Commercial customer has black paint on this entire slate floor and is facing mineral deposits. Although fully aware they will return any recommendations on how to approach?  Thanks in advance
