I would first recommend to replace the tops, if not cut out silicone with a razor knife or hacksaw blade.
See if they can be raised up to get under them real good, protect the cabinet with duck tape & plastic.
It can be done if they don't want to replace.

I would appreciate any help on resolving this problem. Quantize top installed, sealed with Dry Treat. Edges with Clear Akemi Enhancer and you can see from the picture they have a dark ring around the edges. However the homeowner pointed out on a window ledge where they did not silicone the stone to cabinets. Please see attached pictures.
