I had a similar situation that I resolved a couple of months ago. The difference is that the installation was completed in 2009 and the customer just lived with it. As you can see in the before picture, a penetrating sealer was applied to the grout joints and it bled into the stone. After testing a couple of removal methods, I simply applied an alkaline cleaner, let it dwell for 15 minutes, scrubbed with a tampico brush on a 175, & extracted with a spinner/truck mount.

1) install and sealed with 511 enhance and seal
2) applied grout ( cementiuos) and immediately, added second coat of 511 enhance and seal
3) next day moisture all on grout lines so they decided to use an alkaline stripper to no avail

I told developer that this may be a case for Mr. Jack Hammer. Have you guys  ever corrected a situation like this ?
