Yes it sounds like an acrylic that was used earlier.
Stripping sure builds character!
I always do a test patch using something nasty like Prosoco fast strip just to see how much crap to get though.
Then I tell the client how much collateral damage may occur.
Then I make them sign and give us a deposit.
Jon Don AX-IT works pretty well onĀ  heavily coated floors.
Its inexpensive as well.

See if you have some spare pieces and if they are raw.
I have run into various issues when stripping Saltillo and terracotta.
If the spare pieces are raw Saltillo chances are it's the acrylic that was used after the install.
