It's a built in dresser top that almost never gets wet. and the stain area is at on one end of the top and nowhere else.

I have a follow up question.  If this is mineral oxidation, which it looks like to me, would it be appropriate to suggest a film forming type of sealer?  As they continue to use water based products to clean, won't the phenomenon continue to happen?  We have had to do that when there has been oxidizing rebar too close to the surface of concrete causing stains to migrate.  Film sealers slowed the process ( didn't stop completely due to water migration from the substrate.
