I use the Mini Turbo Hybrid on the truck mount and a portable...very happy with the results. As long as your portable generates 600-700 psi, you're in business.
For the baseboards you could also consider a tool like a gecko. I believe they've got a 4 inch, single jet head that could suffice. They also have a small handheld tool with a similar head.
