If any moisture is getting underneath the coating it will fail.

If the first coating is failing then you wouldn't want to top that.

Richard James has crazy good sealers -check it out

I have a client with slate on the outside of a large commercial building. They have put Glaze and Seal Wet Look 2000 (Lacquer) on every 3-4 years for the past 10 years. It has worn off in many areas, especially ares where water is used a lot. My idea is to use a water based sealer over the

existing slate after cleaning. The lacquer is high in Voc;s. Lots of complaints from tenants and slow drying time. would putting water based sealer over laquer work? I am thinking it would hold where th lacquer has worn off.
